That’s correct, Agenda doesn’t trigger notifications itself. The notifications for tasks (reminders) should be presented by the Reminders app itself.
It’s not trivial at all to build a good and reliable, cross-device, notification system, especially as people use the other apps as well in conjunction. As explained above, each of the apps has its own domain, Agenda merely links to those apps and doesn’t aim at being a full replacement. This way we don’t have to reinvent the wheel and reimplement a full featured calendar and reminder app (which for sure would be the next question if we’d try to further replicate their functionality), and instead can focus on Agenda’s core.
