I’d love to see the note menu at the top, not at the bottom of a note. If a note grows bigger one has to scroll all the way down to access the notes menu.

My feeling is you would get the same problem though. A lot of the time, you are working at the bottom of a note, where you add new material. In that case, you would have to scroll completely to the top to get to the menu.
We also already have calendar controls, on the agenda dot, etc at the top, so it would be crowded.
Many of the tasks the note menu has are also in the main menu, so you could use that. We also have styling options for each paragraph available via the popup menu as you hover over each paragraph (dot on left).
We do have some ideas about how to solve this longer term, but I’m afraid they are not so trivial, and will require a longer project.
I see and understand your point. I don’t have hoover though. I use iOS / iPADOS only.
