Edit substitutions inconsistent

What I did:

Enabled in System preferences

attempted to use smart quotes, – dashes, -> arrow substitution

What happened:

It worked sometimes, but not reliably

What I expected:

Substitutions work reliably as they do in TextEdit.

Things that might be helpful to know (Agenda version, OS and model, etc):
Agenda v1.2, mac 10.12.6

Still having issues

expected the -- -> to convert. The “abc” smart quotes work but ‘foo’ was 50-50
