Many digits are not phone numbers, e.g. passwords, user names, so it’s a bit annoying to have to use pre format to convert them back to raw digits.
On Mac you can disable this behaviour by disabling the data detectors under Edit > Substitutions while the cursor is blinking in a note. Unfortunately on iOS this option doesn’t exist.
