I usually align notes by manual.
I think it would be convenient if I can change Note order in ‘table of coontents’
It is especially useful if the contents of notes are long(a situation which drag and drop distance is long).
Of course, I can also collapse all notes and move note, but it’s uncomfortable to open them again after moving note.

I very much agree. Since the Table of contents is the natural place to get a bird’s-eye toplevel view of the outline of your notes, it would make a lot of sense if it also became the place you go when you want to reorder these notes around. Moving small notes around in the TOC would also be much easier and more convenient than moving them in the main notes view, where you have to mouse around big blobs of text.
