What I did: I created an account not through iCloud just through a regular email

What happened: I signed on to my iphone using the same credentials

What I expected: I expected the that I have on my mac to be synced to my iphone since I used the same credentials but that did not happen. The note did not sync so what do I do? I cannot use AppleID.

Agenda doesn’t provide a sync service. There’s information about the Agenda Account and what it is used for here: Accounts in Agenda

To sync, you can choose either iCloud or Dropbox, and configure it in the app settings. If you can’t use either of those services then syncing will not be possible.
