We will discuss this internally. I personally am not a fan of keys behaving differently based on where the cursor is. Indentation of body text is just as important in Agenda as indentation of list items, so why would the shortcut be different?
My preference is to allow alt-tab to get a real tab character. But that is just my take. We will discuss it and see what we come up with.
