What happened: typed as @하 and #하
What I expected: typed as @한강 and #한강
Things that might be helpful to know (Agenda version, OS and model, etc): newest agenda version iPhone7

This is indeed a known issue that we hope to address in Agenda14. Thanks for reporting!
Update: Agenda 14 now properly support Korean characters in tags and people, you can see it in action here
