Tag at project or category level?

It seems that I can only create tags within a note. Do you plan to allow tags at other levels of the hierarchy?

Also, is it possible to create a set of tags in anticipation that they will be used?

Not at this moment no, the way to add a tag at the note level is to simply add a tag within the note at the beginning or end.

Also not yet, but we do plan on adding a tag browser/editor down the line that would allow to do this.
