Is scribble option a premium feature?

No, it’s available in the free version as well under the plus button in the bar above the keyboard. Only the annotation/drawing on top of images is a premium feature.

Are you using iOS13 and Agenda 9.3.1?

iOS 11.0 and Agenda 9.3.1

The Apple pencil support requires iOS13 I’m afraid, it won’t be available on devices running older iOS versions.
