I use a Note in every Project I start called “Action Items”. I have a Saved Search which allows me to see all the “Action Items” Notes across everything - which is very useful. What would be even cooler is if I could save a search for the #Action tags that are scattered across my Notes within that pinned “Action Item” Note on the top of every Project. I do have a Saved Search of the #Action tag, but the results are bit too chaotic to be super useful.

From what you describe it sounds like you would want to have some kind of overview/summary at the top of the project right?
Yes - that was automagically created by specific tags within the Project
