I have a few categories with 8 or more projects in them. I will sometimes rearrange projects based on priority; some need to go to the bottom of the list because they’re complete and they need to stay visible. But I always have a hard time dragging and dropping a project to the very end of a category list without it trying to jump into the next category below.
If I drag and "hover” a project at the end of a category list, it will create a space for itself between the last two projects, but never at the very last spot in the category list.
I expected this action to create a space after the last project and before the next category below. There’s no keyboard shortcut for this action, so dragging and dropping becomes a delicate dance of placing the moved project somewhere at the bottom of the intended category and then repositioning the other projects to go above it.

You have described that very precisely, and it is a real bug rather than something you are doing wrong.
When you drag inside the sidebar, a drop is always worked out as go in front of this project. There is no case for go after the last one, so the furthest you can get is in front of the final project, which is exactly the gap you keep landing in. Move down one more and the drop lands on the next category heading instead, and that gets read as put it at the top of that category. That is the jump you are seeing.
There is a second version of this if the category has archived projects in it. The archived row sits at the bottom of the category, below the projects, so hovering past the last project can land on that instead, and dropping there would archive the project rather than move it. Worth knowing so it does not catch you out.
So your workaround, dropping it near the bottom and then lifting the others above it, is currently the only way to do it. That is not good enough and I will get the drop handling fixed so the last position is reachable.
You are also right that there is no keyboard shortcut for this. A Move Up and Move Down command would help here regardless of the drag fix, and I will take that along too.
