I do not remember what app it was but I could double-click in the “empty” area and created a new note/entry/item in the list. I liked it lot for adding new content.
In Agenda it would be in the empty space below the last note: Double click and a new note appears.
Now I realize sometimes I do exactly this to create a new note in Agenda :-D. But nothing happens.
Nothing so important as there are several other ways to create new notes. It would just another option …
