I have multiple notes with attachments (ie excel file, pdf) but no text. When I try to add text, the attachment opens. Similarly, Long press on the attachment doesn’t work because it opens immediately. (Ipad OS on ipad mini).

This is a known issue the appeared in Apple’s iOS 13 operating system. We are investigating workarounds.
For now, you may be able to move the cursor where you want by holding down on the space bar, and then dragging.
